reopened, since the desirability of specifying different defaults  to the
function attributes of these types was not established. ie,
res:DistributionType has function="information" and
phys:PhysicalDistributionType gets function="download"

Basically, derivation is based on either restriction or extension. So if we
wanted to assign different default values for function in these 2 types, then
we would need a 3rd type with no default value, which becomes the base type for
both, which are then allowed to set their own defaults by restriction.
