[eml-dev] EML 2.1.0, request for vote on release

RELEASE

I'd also like to extend my thanks for all of your work on the 2.1.0  
release.

I've made one very minor change to the members.xml file, and two minor  
changes to the eml-access.xsd documentation:

1) changed NET to LNO to keep the Network Office acronym consistent

2) Clarified the access control documentation to make it clear that,

   a) barring a distribution-level <access> element, access control  
for data
      entities will come from the package-level <access> element

   b) access control is affected by the order attribute on the  
<access> element,
      and that a deny rule may inadvertently override an allow rule  
when the order
      is set to allowFirst.  This can be problematic in the case where  
there
      is a public deny rule and a user allow rule, because all  
principals are
      members of the public principal.
