[kepler-announce] new announce mailing list

We are happy to announce a new mailing list:

	kepler-announce at kepler-project.org

which is a low-volume list for announcements related to the Kepler 
project.  Announcements will include new releases and periodic news 
items that are particularly notable to the Kepler community.

Discussions will not occur on this list, but should instead be directed 
to either the kepler-users at kepler-project.org or 
kepler-dev at kepler-project.org.
